New School Choice Legislation Could Provide Minnesota Parents with Additional Scholarship Funds for K-12 Education Options

National and local school choice groups discuss how the Educational Choice for Children Act (ECCA) could empower Minnesota parents to choose best school for their children

The Invest in Education Foundation, an organization that educates the public and policymakers about school choice, alongside representation from Minnesota’s congressional delegation, local school choice groups and organizations that provide scholarships for Minnesota families addressed local parents and students yesterday in Minneapolis at a press event, “Empowering Parents.” The event featured a message from Congressman Tom Emmer (R-MN-06); Brian Bonin, former Minnesota Wild professional ice hockey player; and several other school choice leaders from the state.

The Educational Choice for Children Act (ECCA) is a federal tax credit scholarship bill that would help as many as two million students access a school or education service of their parents’ choice. Scholarships are funded with private donations, not federal money, and donors receive a federal tax credit. Students could use scholarships for tuition, tutoring to address learning loss, special needs services, or education technology.

In Minnesota, there is an income tax credit of $1,500 per child for education expenses including tuition, which phases down for incomes above $70,000. The average credit per family was $341 in 2023. There is also an income tax deduction for education expenses, including tuition, of up to $1,625 per child in grades K-6 and $2,500 per child in grades 7-12. The average tax deduction was $1,427 in 2023. The ECCA would expand access for thousands of Minnesota families.

During his campaign and following his re-election, President Trump has made his support for school choice clear. Recently he stated in a post “I’ve made School Choice a priority of my Administration. We need School Choice passed in every State!” And when asked on Fox and Friends whether he would support the proposed ECCA, President-elect Trump said, “I would sign it.”

School choice supporters spoke at the event in Minneapolis:

“Empowering families with the freedom to choose the best educational path for their children is essential to our nation’s future,” said Congressman Tom Emmer (R-MN-06). “I support the Educational Choice for Children Act because it expands educational opportunities, ensuring every child has access to quality education tailored to their unique needs.”

“The size of a parent’s paycheck—what zip code a family lives in—should never limit a child’s future,” said Ricky Austin, president of the Aim Higher Foundation. “We have seen time and time again that giving parents the freedom to choose the best education for their children pays dividends for their students and their community. We should do everything in our power to make that possible for every family in Minnesota and across the country.”

“As a father of three, this is an issue that hits close to home for me,” said Brian Bonin, former Minnesota Wild hockey player. “I know that a quality education has made all the difference for my family as it gave us the ability to choose, and I hope to soon see every parent have that same access and opportunity to send their child to the best place for them.”

“A child’s education is what sets them up for successful futures,” said Rabbi Joshua Borenstein, executive director at Torah Academy. “Whether it be a religious school, a private school, homeschool, public school – no matter the option, parents should be able to send their child to an educational option that fits their needs and puts them on the right path forward.”

“I’ve been lucky to see the monumental impact that school choice can have on children here in Minnesota,” said Florence Amenya, a local parent whose children benefited from school choice. “Empowering parents with the tools to choose what is best for their children is not just a policy goal, but a fundamental investment in our nation’s future.”

“The ECCA is legislation that will create a brighter future for millions of children across the country,” said Andrea from the Aim Higher Foundation. “School makes a huge difference in the lives of children.”

A recent survey shows nearly three-quarters of voters favor school choice where parents are allowed to choose the public, private or technical trade school they send their children to.
