New School Choice Legislation Could Provide Missouri and Kansas Parents with Additional Scholarship Funds for K-12 Education Options

National and local school choice groups discuss how the Educational Choice for Children Act (ECCA) could empower Missouri and Kansas parents to choose best school for their children

Washington, D.C. – Today, Invest in Education Foundation, an organization that educates the public and policymakers about school choice, alongside representation from Missouri’s congressional delegation, local school choice groups and organizations that provide scholarships for Missouri and Kansas families addressed local parents and students in Kansas City at a press event, “Empowering Parents.” The event featured a message from Senator Eric Schmitt (R-MO) and several other school choice leaders from the state.

The Educational Choice for Children Act (ECCA) is a federal tax credit scholarship bill that would help as many as two million students access a school or education service of their parents’ choice. Scholarships are funded with private donations, not federal money, and donors receive a federal tax credit. Students could use scholarships for tuition, tutoring to address learning loss, special needs services, or education technology.

In Missouri, the Empower Scholarship Accounts Program, which was launched in 2021, allows individuals and businesses to donate up to half their state tax liability to an Education Assistance Organization to fund scholarships. Tax credits are 100 percent of the donation, with this upcoming year being up to $75 million available on an annual basis, resulting in the approximate number of annual student beneficiaries being 11,500, or less than two percent of the state’s enrollment. The ECCA would expand access for thousands of Missouri families.

Kansas launched its tax-credit scholarship private school choice program for low-income students in 2015. The Low-Income Students Scholarship Program allows for individuals and corporations to contribute to Scholarship-Granting Organizations and claim a 75% tax credit. There are less than 3,000 students benefiting from this program in Kansas. The ECCA would provide additional scholarship opportunity for thousands of Kansas families.

During his campaign and following his re-election, President Trump has made his support for school choice clear. Recently he stated in a post “I’ve made School Choice a priority of my Administration. We need School Choice passed in every State!” And when asked on Fox and Friends whether he would support the proposed ECCA, President-elect Trump said, “I would sign it.”

School choice supporters spoke at the event in Kansas City:

“It is really important to make sure every kid, regardless of their zip code, has access to a world-class education,” said Senator Eric Schmitt (R-MO). “But more importantly than that, for each kid to reach their full potential. By passing this legislation that I’m co-sponsoring, it would allow more people to have access to funds, scholarships for tutoring, tuition, other services for individuals with special needs.”

“School choice is critical for parents and students across the country to have the power to choose the best education system that fits their needs. Our future generation deserves the chance to thrive and live their dreams. Passing the ECCA is the first step to making this a reality,” stated Chris Vas, the Scholarship Director at the Herzog Tomorrow Foundation

“Missouri families deserve the freedom to choose the education that best fits their children’s needs, and the ECCA would help to make that possible,” said Patrick Tuohey, a senior fellow at the Show-Me Institute. “Expanding educational opportunity through school choice empowers parents, strengthens communities and drives academic success.”

“The ECCA would be a transformative step toward making quality education accessible to all children, regardless of their zip code or income level,” said AJ Kuhle, president of ACE Scholarships. “At ACE, we believe every student should have the chance to thrive – and this legislation makes that vision more attainable.”

“The scholarship that we received for my son when he needed it most changed the trajectory of his life and allowed him to go to the school that worked best for him,” said Nolan Henderson, a local Kansas parent of an ACE scholarship recipient. “Thanks to programs like the ECCA, more kids in Kansas and beyond could attend the right schools for them without being held back by financial barriers.”

A recent survey shows nearly three-quarters of voters favor school choice where parents are allowed to choose the public, private or technical trade school they send their children to.
